Changes to First Home Owners Grant

The Western Australian Government has announced changes to both the First Home Owners Grant (FHOG) and Keystart loan eligibility criteria aimed at increasing access to funds for first home buyers, and stimulating construction.


The changes announced last week include:

  • An increase to the FHOG from $10,000 to $15,000 for new homes up to the value of $750,000 (effective from 1 January, 2017 for 12 months).
  • Increase applies to contracts for the purchase or construction of new homes including ‘off-the-plan’ apartments.
  • Income thresholds for Keystart loan eligibility in metropolitan area, increased by up to $20,000 (refer table below).
  • Property price cap for Keystart eligible purchases in the Pilbara and Kimberley, increased from $500,000 to $650,000.
  • Keystart deposit requirement for Pilbara and Kimberley purchases has been lowered to 7%.

 While no changes have been made to the FHOG for established homes, purchasers of existing dwellings will still have access to stamp duty concessions, which currently apply a discounted rate of duty for purchases up to $530,000.

The changes align with UDIA’s State Election advocacy campaign which recommends an increase to the FHOG, reducing income thresholds and increasing price caps for eligibility.  They also deliver on UDIA’s broader advocacy for the government to take a greater role in stimulating the economy, drive investment and recognise the key role that the urban development sector plays in employment, economic activity and growth throughout Western Australia.

UDIA hopes to see this increased level of enquiry translate quickly to higher levels of purchaser activity in the first home buyer market.

Residents Association Nominations sought.

Heath Developments and the Department of Housing are seeking to encourage a community spirit within Oyster Harbour and as such we are seeking nominations from residents to form part of a new Residents Association.

We are seeking representatives from all age groups in the estate, and the focus will be how we can improve the sense of community and also maintain the high standards within Oyster Harbour.

The feature lake at the entry into Oyster Harbour is the jewel in the crown for the estate and in 2014 there will be exciting works underway. 

A further three hectares of land – which will be an extension to the existing lake will commence towards the end of 2014.

Stage 1 will feature a boardwalk wrapping around the eastern edge of the new lake providing views out toward the ocean, a picnic shelter and some seating areas creating the perfect space for family gatherings and picnics.

Stage 2 will see the development of meandering footpaths and a series of boardwalks over the creek line creating a series of circular pathways and a variety of exercise stations. Stage 2 will also include creation of a number of larger open areas for such activities as kicking a footy as well as a playground and additional picnic shelters and BBQ.

Stage 1 of the Lake POS is looking at costing approximately $1.6million and Stage 2 is currently estimated at $1.95 million to complete.

The new parkways will be planted with larger deciduous shade trees and will be supplemented with local native landscaping. A revegetated natural creekline with native rushes, sedges, trees and rockwork leading through the centre of the park will carry water through winter and connect to the natural wetland at the lower end of the site.

Mr Brian Newman, Project Director for Oyster Harbour stated that this next stage of landscaping would provide added opportunities for residents to enjoy their community.

“Recent research we conducted indicated that residents liked the fact that they could walk around the estate and now with these new additions, they will have an extended pathway plus also a variety of activities depending on whether our residents wish to relax or get active,” Mr Newman said.

“With these changes, Oyster Harbour will be the only estate in Albany to offer such a high standard of amenity while also reflecting a very affordable price.”

Updates on the works will be provided over the course of the year, so residents should check the website and our new facebook page on a regular basis.

10 Homes Open Doors to Buyers at Oyster Harbour

As part of the Department of Housing initiative of ‘Opening Doors to Affordable Housing’, ten unique homes currently under construction within the Oyster Harbour land development have been released to the open market.  These three and four bedroom shared ownership houses are a great way for buyers to own their very own home in Albany’s premier suburb.  

A 2% deposit is all that is required to secure these 80% shared ownership houses, which range in price from $280,000 to $292,000.  All the houses come complete with floor coverings, window treatments, landscaping and fencing.

A savings history is not required, and buyers do not need to have mortgage insurance or pay for account keeping fees.  

These houses are not limited to first home-owners, although these type of buyers can use the First Home Owners grant towards the deposit and then apply for a further grant from the Home Buyer’s Assistance Account. 

Brian Newman, Project Director of the Oyster Harbour land development said that ‘with the repayments of a new home being similar to what you would be paying in rent, these share ownership houses are a perfect option for working singles or families on lower incomes’.  

The Oyster Harbour land development is a joint venture between developers Heath Development Company and the Department of Housing. Upon completion Oyster Harbour will provide 1800 much needed residential home sites for Albany, as well as develop more affordable housing. 

‘The Oyster Harbour joint venture saw the need to provide these types of houses for the Albany community, and we are encouraging people to register their interest or enquire now before they get snapped up by savvy buyers’, Mr Newman said.

Residents of Oyster Harbour have unlimited access to impressive landscaping, boardwalks and parklands, right at their doorstep. Stage 1 has already sold out, and Stage 1a and 2a only have 15 blocks left between them – making this master planned community in Albany a vibrant place to live.

Albany Surf Life Saving Club Wins at Oyster Harbour

The Albany Surf Life Saving Club is the latest recipient of the proceeds from a Charity Home to be constructed by the Ryde Building Company at the Oyster Harbour Land Development in Albany. 

This will be the third Charity Home built within the 2100 residential lot development located 10 minutes from the Albany CBD, however the very first time that funds from a Charity Home have been directed towards a Club from Surf Life Saving WA. 

The Oyster Harbour joint venture has previously built Charity Homes for the Royal Flying Doctor Service of WA in 2009, as well as the country Telethon home late last year. 

The single storey 4 bedroom, 2 bathroom family home – complete with a theatre room and an alfresco in addition to all the mod cons will be built by local Albany builder Ryde Building Company.  This house design has just been awarded best Project Home at the recent 2012 HIA Great Southern Housing Awards.  Initial work has already began on site, and is expected to be completed late 2012. 

Rob Lucas, President of Albany Surf Life Saving Club, said that ‘this amount of funding will go a long way to helping us with the renovation and addition of the existing surf club facilities.  We are thrilled to be the first surf club in WA to be involved with a Charity Home’.

Albany Surf Life Saving Club and Oyster Harbour joint venture have had a long association with the joint venture partners providing the surf club $15,000 in 2007 as part of their community development program.

Albany Local Companies take on Oyster Harbour

Two local Albany companies have just been appointed by the Oyster Harbour Joint Venture (JV) to join the team to construct and sell the next stages of the first master planned community in the
Great Southern.  Tricoast Civil and The Professionals Albany are the successful businesses chosen to work on the premier land development located on Lower King Road. 

Tricoast Civil was awarded the $1.9 million worth of civil construction in March 2013, and were the
successful tenderers chosen from a number of experienced contractors. 

They will be working on Stage 2a of Oyster Harbour, constructing 34 traditional sized lots due to be
completed in June 2013.  

Titles for these new lots are expected to be available in August 2013, allowing new home buyers plenty of time to plan and design their new home, and to secure finance. 

The Professionals Albany (Professionals Arthur Johnston Snowball) were appointed this month as exclusive selling agents at Oyster Harbour, led by Darren Leslie as Sales and Marketing Manager and
Jane Pollard as Estate Manager.

2011 has been a busy year for us at Oyster Harbour, and we wanted to share some of our achievements with you:

                •  Construction and subsequent sale and occupation of the 2011 Country Telethon Home.

 A huge thanks to WA Country Builders, contractors and suppliers who donated their time, supplies and materials for such a worthy project. 

                •  Construction of twelve 2 storey vibrantly coloured townhouses.

Designed by Willcox & Associates Architects and built by Chadwick Builders, these townhouses are located overlooking the man-made lake and boardwalks were all occupied within a month of their release. 

                •  New round about and estate entry

The new round about on Lower King Road adjacent to the Hooper Road intersection has just been completed, and works on the new estate entry have now commenced.  We expect the new entrance to be ready early 2012. 

                •    New Stage – Stage 2B

Stage 2b will commence onstruction once the new entrance is completed and will comprise 51 fully serviced building sites.

We are pleased to say that Oyster Harbour is now on realestate.com.au - check us out for updates on what is for sale, especially our newly furnished houses.

The doors are now open to the 2013 Charity Home built by local builder Ryde Building Company within the Oyster Harbour land development in Albany, with part proceeds going towards the Albany Surf Life Saving Club (SLSC).

This is the first time that a club from Surf Life Saving WA has received funding through the sale of a Charity Home, with the allocated funds directed towards the major redevelopment that the Albany SLSC has just undertaken.
